Position

The selected candidate will report to the Executive Director and will act as an advisor by providing independent and high-quality scientific advice and expertise to support the Executive Director in developing the overall vision and strategy necessary for the agency to fulfil its mandate and support EU preparedness in the drugs area.

Main duties

The successful applicant will be requested to perform the following main tasks and responsibilities:

  • Provide independent and high-quality scientific advice and expertise to support the Executive Director in developing the overall vision and strategy necessary for the agency to fulfil its mandate and support EU preparedness in the drugs area;
  • Contribute to the strategic and operational planning and monitoring of the EUDA's work programmes and activities;
  • Play a lead role in the EUDA's scientific quality assurance framework to ensure that the agency's methods, products, outputs and services are scientifically robust and of high quality;
  • Provide scientific guidance, advice and support three core units of the EUDA, (Policy, crime and markets unit, Substance use, harms and responses unit and Partnerships and innovation unit);
  • Facilitate the coordination of the scientific activities of the EUDA with the aim of ensuring synergies between different areas of work and maximising the use of available resources to deliver a coherent set of scientific activities necessary for the agency to fulfil its mandate;
  • Coordinate the support provided to the EUDA Scientific Committee in performing its advisory role;
  • Oversee and contribute as needed to the preparation, delivery and development of the EUDA's flagship products, such as the European Drug Report, ensuring that they are of high quality and configured to meet stakeholder needs;
  • Oversee the drafting of technical recommendations and guidelines across all areas of the EUDA's work to identify, develop and disseminate science-based practices at EU and Member State level, in accordance with the agency's regulation;
  • Ensure the EUDA's work remains forward-looking by following scientific developments, promoting innovation and leading activities in the area of foresight and futures;
  • Facilitate cooperation and information exchange on technical/scientific issues with EU institutions and agencies, national focal points, international organisations, academia and other relevant stakeholders;
  • Represent the EUDA in high-level scientific forums and conferences and support the EUDA in communicating effectively with external stakeholders on scientific issues;
  • Develop and foster strong strategic partnerships in scientific areas, in particular with the EU institutions, the Member States, international research institutes and scientific bodies, third countries and other relevant stakeholders;
  • Contribute to other activities of the EUDA, as required, in the Chief Scientist's field of competence.

In order to perform the duties of the post and ensure effective communication with the different actors and stakeholders involved, the main working language required for the job is English.
